4. Reconciling certificate of contributory income (UP 2) as issued with record on socially insured person in the information system of National Social Security Institute Item 2 (c) of § 1 of the Supplementary Provisions of the Administration Act in conjunction with Article 5 (7) of the Social Insurance Code and in conjunction with Article 40 of the Ordinance on Pensions and Contributory Service.

Provision of public information

Upon the provision of public information, the due costs are determined according to Ministry of Finance Order No. ЗМФ-1472 of 29 November 2011 on Setting Standard Costs upon the Provision of Public Information under the Access to Public Information Act. The costs listed below are exclusive of VAT and vary by data medium as follows:

  • floppy disk: BGN 0.50 per piece;
  • CD: BGN 0.50 per piece;
  • DVD: BGN 0.60 per piece;
  • printout: BGN 0.12 per A4 page;
  • photo copy: BGN 0.09 per A4 page;
  • fax: BGN 0.60 per A4 page;
  • video cassette: BGN 3.25 per piece;
  • audio cassette: BGN 1.15 per piece;
  • written reference: BGN 1.59 per A4 page.

The due costs are subject to adjustment upon change of the standards set by the Minister of Finance.

Payment of due costs

The due costs are paid by bank transfer to an account of the Human Resource Development Centre:

  • BANK: DSK Bank, Branch: KALOYAN; IBAN: BG53STSA930000I5113870; BIC: STSABGSF
  • At the cash department of the Human Resource Development Centre at 15 Graf Ignatiev St., 4th fl., Room 4.12, Sofia.

By its Decision No. 357 of 29 June 2017, the Council of Ministers of the Republic of Bulgaria gave the administrative authorities until 1 September 2017 to bring their electronic messaging systems into conformity with a uniform technical protocol endorsed by the Chairman of the State e-Government Agency. The early implementation of the protocol will ensure the immediate start of the process of reducing the administrative burden and will affect favourably the processes of  providing administrative services to individuals and businesses.

Objective of the measure

The measure seeks to restrict the exchange of electronic documents containing electronic statements among the administrations to the system established under a specified technical protocol. Administrative authorities must only use electronic document management systems that implement this protocol.

By 1 November 2018 at the latest, all administrations must exchange documents solely by electronic means..

For the purpose of complying with the above obligations, the Human Resource Development Centre has endorsed Internal Operating Rules for an Electronic Data Interchange Messaging System (EDIMS).
