History of the Human Resource Development Centre

  • In 1997, the Bulgarian National Observatory was founded with the support of the European Training Foundation (ETF);
  • In 1998, the National Agency Leonardo da Vinci” was established;
  • In 1999, with the support of the European Training Foundation, a National Resource Center for Vocational Guidance was established;
  • In 1999, the Human Resource Development Centre was established under an agreement between the Ministry of Education and Science and the Ministry of Labor and Social Policy. It brought together the abovementioned activities and manages educational programmes and projects;
  • In 2001, the National Agency Socrates” joined the Human Resource Development Centre;
  • In 2003, under the contract with the European Training Foundation, the Bulgarian National Observatory, as part of the Human Resource Development Centre, joined the Refernet expert network;
  • In 2005, the Human Resource Development Centre coordinates the Arion Programme with the Ministry of Education and Science;
  • In 2006, the National Support Service for eTwinning was established within the Human Resource Development Centre;
  • In 2006, the Center was certified with ISO 9001: 2000 for managing European educational programmes;
  • In 2007, after a national nomination, the Human Resource Development Centre launched the management and implementation of the Lifelong Learning Programme in Bulgaria;
  • In 2007, the Center established the National Europass Center;
  • In 2007, the National Resource Center for Vocational Guidance has been renamed the National Euroguidance Center;
  • In 2011, the Human Resource Development Centre launched the implementation of the project National ECVET Experts 2011-2013″, which aimed to promote the European Credit Transfer System in VET. Currently ECVET is part of the Erasmus+ Programme;
  • In 2014, the Human Resource Development Centre was nominated to manage and implement the largest European programme for education, training, youth and sport – Erasmus+.
